A Private Server is operated by private parties or volunteers. A lot of people choose to play on Private Servers instead of the official game servers because of the free game time.

A lot of people also prefer playing on Private Servers because some of them are altered to make playtime a lot easier and your chances of getting banned for using cheats are also a lot less likely when playing on Private Servers.
